Linking to publicly available resources from an LMS

Can a company restrict an instructor from providing a link in an LMS (Canvas, Moodle, Blackboard, etc.) to content that the company has made freely available (no password, no membership requirements to access the page, etc.) on the Internet?
Copyright/permission notices below the content say, in part:
No part of this publication...may be reproduced or transmitted in any form or by any means, electronic or mechanical, including...any information storage and retrieval system, without permission...
Requesting Permission
For photocopy, electronic and online access, and republication requests, go to the Copyright Clearance Center. Enter the book title within the "Get Permission" search field.
But a link to the material is neither reproducing nor transmitting the content. I understand needing permission to use any content from the book that has not been publicly posted, but this seems to be a different situation.
Posting to the forum is only available to users who are logged in.
