printing sheets for grab and go packets

My public library system has been compiling extensive grab and go activity packets for patrons. In some months, we give out over a thousand. My branches find "free" sheets on the internet that they want us to use and I always check the Terms of Use for the website to see if it is allowed. Some websites specially state "mass distribution" is not allowed,even if you are not charging money, so I do not use those. But there are a lot of websites that do not list any Terms of Use or don't address who can or cannot print and use the sheets. If photocopying or "mass distrubtion" is not listed, is it relativiely safe for me to use those? Or is that assumed when you copyright something- that people cannot use your materials in any way?
