Do you have experience trying to get a copyrighted newspaper online?

Does anyone know how to research ownership and rights to a small, local newspaper? While Gannett bought our newspaper from Gatehouse Media in 2019, we would like to know whether they bought the copyright to past issues of the paper and the extent of their ownership. Gannett does not show up as owning it on the U.S. Copyright website, but we don't think they are required to register with the Copyright office.
For background: We have digitized our local newspaper and it sits on an external hard drive. Our public library has asked Gannett for permission to put the digital files online. They have denied our request, at least for unlimited access. We will explore getting permission for local access through our library. We don't know what they will say.
