Reserve question about fair use

If an article or book chapter (of a book the library doesn't own) is being put on reserve for the first time, but the instructor wants it on reserve both electronically and in hard copy, do you think that putting it on reserve in two places for the same semester is a fair use.

Yes, I would say it is -- the first time. For subsequent semesters, your institution should have a policy in place.
