Record library storytime and broadcast on local cable station

During storytime, we use recorded music and read several children's storybooks. Is this a violation of copyright? I want to make sure before the videos are broadcast.

There are a couple of options. Read public domain stories, which you could find at http://www.gutenberg.org/wiki/Main_Page. There are children's books available for free because they are in the public domain.
Also, if your staff is creative, they could create their own stories.
