recorded tv programs on reserve

I have an instructor who has recorded a television program and wants to place the recording on reserve each time she teaches a specific course. Is this violation of copyright? It seems like it should be but I went to a workshop on copyright and it made me question much of what I know about copyright. Thanks

The guidelines (not the law) state that the recording may only be retained for 45 days and then you should request permission to retain the copy. So this should be okay for the semester in which the recording is made, but subsequent uses would require permission. And as always, if there is a license involved, all terms of the agreement should be considered.
