Circulating DVD copies of deteriorating VHS tapes

If these are not available to purchase in DVD format, is it permissible to make a DVD copy of the original VHS tape as a backup and circulate the DVD copy once the VHS tapes are no longer suitable for use? A related question is whether the backup DVD copy can be circulated outside of the library in a place such as a classroom?
