DVD Returns

I bought a DVD boxed set at Wal-Mart and the last disc was scratched. I tried returning it but they employees there said that "Federal Copyright Law" prevented them from doing anything but exchanging the DVD for an exact copy (which of course they didn't have). This seems fishy to me, I mean sure I could buy a DVD rip it and return it but I could do the same thing for a rental and that's not illegal. So is this a real law or are they just trying to get out of the return?
