Duplicating Music Albums

Our library has albums of orchestra, band, and choral performances that took place during our Summer Music Camp in the 1950’s and 1960’s. These performances included college faculty and students and visiting performers and conductors, including Arthur Fiedler. The albums were made by Century Records which is no longer operating. We have made a good-faith effort to determine that one cannot purchase these albums commercially.
From my minimal understanding of copyright law in these matters, I believe I can create preservation copies on CD. However, we would also like to make circulating copies available to our patrons. In summary, we wish to make two copies on CD: one copy to remain in the college’s archives and one copy that will circulate to library patrons.
I’m wondering if making these copies would be acceptable according to the copyright law.
Any guidance that you can provide would be much appreciated.
