How many articles can you request from the same issue of a journal?

I think this may occur when a journal devotes the entire issue to one topic and the patron is researching that topic. To me this sounds like a copyright violation, but I need to find something official in writing that will back me up before I cancel any of these requests. I would be willing to pay any CONTU fees if that were the only issue. Please help!! Thanks
