Using internet images in Art

I am working on an art piece that makes a statement about the internet and how people utilize it. The websites have copyright of these peoples' photos, but if I use them as art, much like a film-maker may utilize a collage of images from tv, do I have to creative right to use these images? No single image will be emphasized.
