Educational VHS, DVD, streaming

However, they still sell VHS an DVD copies of the same content. We have a set of old VHS tapes at my library, and I'd like to replace them with DVDs. The professors I work with say that we should be able to copy them to DVDs because it's free streaming on the Internet anyway. I don't think this is the case, but I can't find the legal explanation. Could someone tell me if there is a rule that I could apply to a case like this? Thanks.
