Using Copyrighted characters in a cookbook?

  I am writing a children's cake decorating cookbook and I was want to use characters like Barney, Elmo, Spongebob, Shaun the Sheep .. Etc. It's a tutorial book about how to create these characters for cake toppers and such. How do I get the correct permission to do so?

  Those are trademarked characters. You will need to contact the companies by which they are trademarked.
