Wikipedia CD cover images

Our public library uses a paid service to obtain image art for books, etc. for our online catalog and to supply staff recommendations. Sometimes the image of the item is not available from our service. When I go to Wikipedia I find the image I want, for example of an audio/music CD, and with it all sorts of licensing information.
It is unclear to me about fair use and using low-resolution images (which I'm OK with doing). It says it's OK to use if it is solely to illustrate the audio recording in question--which it is. Can anyone shed some light on if I download and post up on our website one of these low-res images?
Here is what wikipedia says about this particular image and I'll also paste in the exact link:
"This image is of a cover of an audio recording, and the copyright for it is most likely owned by either the publisher of the work or the artist(s) which produced the recording or cover artwork in question.
1) It is believed that the use of low-resolution images of such covers solely to illustrate the audio recording in question,

So of course you are breaking copyright rules by using them, if they are low-resolution images or not.

Based on the link you provided, it appears that the image in question was uploaded to Wikipedia by a user who believes his or her action (uploading an album cover to the Wikipedia website for the purposes of illustration) qualifies as a Fair Use.
Two points from your question that I wanted to comment on are:
(1) Wikipedia's assertion of Fair Use does not necessarily transfer to you -- just because they feel it is a fair use to upload the image to their site for their purposes, they are not claiming that any further use of the image by any one else is a fair use. In order words, they are NOT saying "it is okay for you take it from our site and add it to yours." You need to make that determination yourself.
(2) The Fair Use provision of US Copyright Act requires that each user make his or her own determination, based on the specific facts of your particular use. So you only need to consider whether uploading the image to the Library site for the Library's purpose is a fair use. I am curious why the Library is licensing other cover art images from a vendor? Does that circumstance suggest that the Library has determined that uploading cover art for its purposes is NOT a fair use? Or does it suggest that the Library would license the Stevie Wonder cover, if such was possible, but because of market failure (no licensing mechanism is available) the only option is to take a copy of the Web and upload that copy? - July 26, 2011 @ 2:42pmomcsupport says:Very interesting. Fair Use determinations are, by law, based on the facts of the case. So in determining whether you could post images found on a free website, such as Wikipedia, to a blog for the purposes of commentary, you need to evaluate four factors:
1. Purpose of your use
2. Nature of the work being used
3. Amount and substantiality of the work being used
4. Effect on the market for the work being used
