Over the years a local newsaper has written articles about myself and said project I want to use the scanned articles as a reference only on the (soon to be published)website. Do I need the newspapers permission? Can I just caption the newspaper name and date with a "courtesy."

  The articles are likely copyrighted by the newspaper or possibly the author, if freelance. Yes, you should ask for permission. Chance are they'll be fine with it, as a small local newspaper.
